6 Age limit for direct recruits 21 to 30 years (relaxable for government servant upto 35 years in accordance with the instructions or orders issued by the Central Government)
7 Educational and other qualifications required for direct recruits Masters Degree recognised University in Hindi/English with English/Hindi as a main subject at a Degree level,
or
Masters Degree of a recognised University in any subject other than Hindi/English with Hindi and English as main subject at Degree level.
or
Masters Degree of a recognised University in any subject other than Hindi/English with Hindi/English medium and English/Hindi as a main subject at Degree level.
or
Masters Degree in Hindi/English or in any other subject with Hindi/English medium with English/Hindi as a main subject or as a medium of examination at Degree level.
or
Bachelors Degree with Hindi and English as main subjects or either of the two as medium of examination and the other as a main subject plus recognised Diploma/Certificate course in translation or two years experience of translation work from Hindi to English and vice versa in Central/State Government Offices, including Government of India Undertaking.
8 8 Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotions Yes.
9 Period of Probation, if any, Two years in the case of direct recruitment.
10 Method of recruitment whether by direct recruitment or by deputation / transfer and percentage of the vacancies to be filled by various methods Direct recruitment failing which by transfer on deputation or transfer.
11 In case of recruitment by promotion/deputation/transfer grades from which promotion / deputation/transfer to be made By Transfer / By Transfer on deputation :
1) From amongst persons holding analogous or equivalent post under the Central Government and possessing qualifications as a specified in Column 7.
(The deputation period shall ordinarily not exceed 3 years).
12 If a DPC exists what is its composition  The DPC shall be constituted as below :-
1) Secretary, ITSC - Chairman
2) Administrative Officer, ITSC - Member
3) An Officer of the rank of Under Secretary or Desk Officer in the Department. of Revenue - Member

9 Period of Probation, if any, Two years in the case of promotion and direct recruitment.
10 Method of recruitment whether by direct recruitment or by deputation / transfer and percentage of the vacancies to be filled by various methods By promotion failing which by transfer on deputation and failing both by direct recruitment.
11 In case of recruitment by promotion/deputation/transfer grades from which promotion / deputation/transfer to be made By Promotion :
Library Assistant in the Settlement Commission having minimum of 5 years regular service in the grade.
By Transfer on deputation :
1) Person holding analogous / equivalent post or posts of Library Assistant in the scale of Rs. 4000-100-6000 under the Central Government with 5 years regular service in the grade. They should possess qualifications prescribed in Column 7.
